Try some fuel inj. cleaner. If the problem doesn't go away, it is probably the cat. converter or something else.

Toyotas' are not known for cat.converters going bad. I would get a second opinion from another shop. (and don't mention what the first guy recommended) Have them do the scan and see what they conclude, 76 has good gas, I suspect you have bad mechanic..

Brake loose connection between cat and exhaust manifold , it will allow exhaust gas to go out before cat , and see if it's restore the power on the engine.
If it does then your cat is clogged.
If not it's also might be Throttle Position Sensor , or Mass Air Flow Sensor.
You can't remove cat , you have to replace it if it's bad. Cat is a part of Emission control system.

I have a 98 cavalier keep getting the p0171 code and its running really really rich u can smell the gas in the exhaust ive replace tps sensor feul injectors, feul regulator, coolant temp sensor, both o2...

Usually it's the O2 sensor, but the fuel regulator could be stuck in the high output setting for heavy demand. Or the computer could be acting up. if you can, take it to the dealership, and have them test the computer, and the fuel regulator.

Have the following tests performed : fuel system pressure test cylinder balance test as well as a injector balance test. Preferable an ASE Certified Tech will do the testing.Depending on what he/she says wel'll take it from there. Gotta know why its misfiring before we do anything else. Cat and 02 sensor respond to engine's combustion process
exhaust product.Lets see what the testing says.
