It sounds like the handle may be broken, or the linkage may be broken or disconnected
On the inside trim, you can remove screws (these screws may be covered by filler pieces or may be visible, or they may require you pry a plastic piece off that covers the screws) that are by the door handle, arm rest, under door and side of door and then gently pull back on the panel as there will also be retaining clips attached and you don't want to break them. You'll need to lift the door panel upwards in order to get it off the window ledge. Then you'll need to manipulate the panel and disconnect the door handle linkage from the door handle and disconnect the wiring for your controls. Pull back the weather seal and then you can gain access to the exterior handle

DRIVER OUTSIDE DOOR HANDLE WILL NOT OPEN DOOR. FROZE UP IN ICE STORM AND APPEARED TO BREAK WHEN TRIED TO OPEN DOOR. INSIDE HANDLE STILL WORKS. IS DIY REPAIR FEASIBLE?

remove the trim on the top portion of the door panel closest to the handle exposing t 20 screws, then remove one more at the lower part of the panel,then remove the air bag trim pice to expose the final screw now totalling 4,lower the window and then remove the switch,pry back the lower part of the panel first until loose,then pull away top portion by lifting at the same time as there is a small square black clip in the centre of the panel,also be sure not to damage the lock plunger as if bent will get stuck in the up and down motion when locking,remove the grey vapor barrier with a razor blade and loosten off the 43 10 mm bolts holding on the air bag (only the front doors)you an use a hair dryer or a heat gun to soften the strip caulk as it could be hardend,be sure to properly re seal the vapor barrier as if not sealed water may leak into the vehicle causing further damages

You may have broken the door handle inner component, which is a DIY job (£50 or so) you tube has a video on how to remove and replace the “carrier” it is quite tricky but can be done as I have on my 2001 X5 after a hard frost and hevy hands.
