SOURCE: Low speeds on Blower Motor do not work.
this is caused by a burnt out blower motor speed control resistor module.

could be one of two problems either the switch for the fan motor or the motor itself u would need a 12volt test light to check ground one side light and touch the switch connector wires one by one until light comes on this is the main line then turn switch to the 1st speed u should get a light on another wire if switch is working repete for all speed selection if it works then the motor is bad
SOURCE: heat/ac blower motor works on high. intermittent on other speeds.
Check the blower resistor pack - usually located in the heater air ducting in the blower fan airflow. Check for loose connections and open circuit resistors on the unit.
If speed 4 works always, its unlikely to be the blower motor ground connection.

mine did the same thing. It was the gears breaking off in the resistor. However, the wiring harness and resistor melted inside of the dashboard AND DID NOT trigger the fuse... causing a safety issue. This was this past month. I notified GM and the National Highway Traffic Saftely Administration hotline located in the owners manual. They are not tracking this problem to see about safety recall. If you have this issue, you need to ntify them as well at their toll free number

this problem is caused by a defective blower speed control resistor, it is located near the blower motor, very cheap to replace, part is around $35
