Under the vechicle in the center roughly below the rear seating area. It's mounted in the fuel line.

Where is the fuel filter located on a 2004 Chevy Cavalier, and on a 1999 Ford F150 5.4L Triton?

In both cases, they should be along the fuel line from your fuel tank, usually just in front of the rear wheels.

Ran my 99 chevy cavalier out of gas--now it misses and dies when i stop--do i need to change plugs and filter? if so where are the plugs located?

Because you ran out of gas, the first thing to check is/are your fuel filter(s). Generally, throughout the years, dirt builds up in your gas tank but as long as the tank is reasonably full, the dirt either remains diluted or in the lower-most area of your tank. Running the tank empty probably sucked up the build up of dirt and now it's blocked your filter.

How do i change the fuel filter on a 1999 chevy cavalier

I believe your fuel filter has a threaded connection on one end and a hose connection on the other. I would use a line wrench on the threaded end, and if it has a worm clamp on the other end, remove it. If it has a plastic retainer, you will need to squeeze the two sides together to get it to release. Do it SLOWLY until the fuel pressure releases.
