Normal idle speed with a warmed up engine is 700 RPM on the 1992 Honda Accords. The Fast Idle Valve may not be kicking out, or a mechanic may have raised the RPM to hide some other condition. Either way you should have this fixed by an honest Honda mechanic before the excessive RPM causes other really expensive problems (like ruining your transmission)! If you're going to keep this vehicle much longer, I'd recommend getting real Honda Service Manual set: #61SM404 (service manual) and #61SM404EL (electrical diagrams / troubleshooting). Bought mine from Helms (helminc.com) for $98 way back when. Good luck.
Possibly could you spark plug wires or distributor faulting you will need a mechanic or a manual to adjust the distributor or just get new spark plug wires
