Its like a slight surge and then cut out but only does this at 55-60 mph and just started about a week ago. I have 86,000 mile on it.

Fuel filters on such a new car probably not the culprit. The gas tank hasn't had a chance to rust, yet.

Something else causing this problem, I think. But, not sure what by your description.

My 02 3.8 windstar starts chugging down at redlights. i have changed the idle air control, the plenum gasket, and the egr valve

Chugging down? Do you mean your engine is almost stalling? Sounds like your fuel filter is clogging up. Change it before your fuel pump dies. A Fuel Filter's like $10 - $15.

Rust in ther filter means rust in the tank. There is a primary filter attached to the fuel pump inside the tank. Before you go further, replace that filter & wipe out the inside of the tank as well as you can.
Then check operation of pump and how it runs.
Good Luck
