I'm trying to perform a radiator drain (flush) on my 1999 Buick Century Limited. I need to know how.

drain raditor fluid then take off upper and lower hoses and put your house water hose in lower raditor hose and turn on water and let run for about 5 mins. to flush out raditor.
then run in top hose to flush back then lower hose again. that should clean it out.

Change thermosat, radiator, radiator cap, fans are working and still overheating

did you flush out the old antifreeze when you changed all that other stuff because you may have junk clogging the new rad.

Hello! The most important question is what type of coolant are you using? There is a Technical Service Bulletin (TSB) #01-23-6...It relates to the only coolant that can be used in your Ford...Do not use coolant made with Propylene Glycol...It will damage the cooling system...Only use Ethlene Glycol based coolant...Since you have replaced all major components and still have a problem...I would suggest back flushing the engine block...A back flushing kit can be purchased at most auto part stores...The random nature of the overheating may also be associated with electrolysis...Using a digital volt meter set to read less than 1 volt...Put positive probe into recovery tank and negative probe to ground...Start engine...Any reading over .3 volts is indication of a problem...Electrolysis turns coolant to goop and will not circulate...Send results...Guru...Saailer

When I'm stopping and the car is on. The temperature when up

Sounds like the raditor fan has stopped working. Cheak to see that it does and if it does then wash the raditor with soap and water trying to blow water though from the engine side out the front as maybe ait can't get though cause of bugs or dirt. after that the raditor can be flushed if it's not too dirty but modern raditors if not flushed before you have troble need to be replaced as they don't flush well after they stop up.

Overheating

Is the fan now working? Your engine will continue to overheat if you have not fixed the fan. Check the fuse for the fan, connectors, and replace the fan if necessary.

2002 VW Jetta Radiator Problem

Many older cars (yours is 10 years old ) just needs the raditor changed. Flush the heater and the motor good as you'll stopp the new raditor. The owers manual says flush every year some owners never do it !
