Power steering reservoir has small foam like bubbles when engine is turned on

no history, why did you add fluid? ( it dont just go away. by self)
did you use the wrong fluid, Jeeps use very special fluid
if you use the wrong fluid or mix them (10x worse that) it will fail.
call jeep and ask them what is the correct fluid.
i once did it wrong (thanks to NAPA lies) and used the wrong fluid,
at he time there was no after market fluid for jeeps.
i had to go to jeep. and buy it.
1st hit on a real jeep forum
try there.

When I turn my steering wheel I hear this grinding noise but only when I turn the wheel. I own a 2003 Jeep Grand Cherokee.

Thanks for choosing FixYa and welcome. Check your power steering fluid. It may be low. If not, you may have a bad power steering pump. This is why you only hear the noise while turning. Thanks for choosing FixYa Jeannette. If you need anything else, let me know.

My power steering liquid levels are topped up,but my Steering is not smooth and makes a noise like it would need fluid. What's going on?

Sounds like power steering pump is not building up enough pressure or is bleeding down. If pump is full & was not leaking fluid,it will most likely need to be changed. If fluid was down alot & you had to refill, has air pocket in system & needs to be bled.

I have a jeep grand cherokee and the power steering keeps going stiff is it the power steering pump or steering box

If it only goes stiff part of the time, the box is probably OK.

Before considering major surgery:
  • check the power steering fluid level.
  • condition of the fluid
  • condition and tension on the belts
  • check for low or uneven tire pressure
  • check steering linkages for damage (did someone borrow the car recently?)
If none of these check out, then consider replacing the pump.
