This is a common problem on that model. first you got to remove the cover from the inside to get access to the lock mechanism inside, once it's open, take ie out and let it stand in liquid wrench over night, the next day, take it out and re-install it. then test it by using a screwdriver to make the latch close on it. use the handle to open it again. repeat 10-12 time and spray liquid wrench on it to remove residus ( most probable rust and sand) once it functions properly, try closing the tailgate normaly after leaving the latch open. do that 5-6 times and it should be good. if it is still hard to open, replace the latch with another good one, either new or used
