By the brake booster under the hood is a vaccum hose that attaches to a a plastic plug that may bed disconnected or broken which needs to be replaced or repaired. you can repair it by splicing it together with a small vaccum hose.

There is a mix damper inside your duct that controls the heat over heater core and ac evaporator that to your floor and one to your defrost. it is probable an electric actuator, that is not functioning properly. If yu can locate it and manually move it, you might have to remove the actuator motor first, you should be able to figure out your problem, I hope this helps! merry Christmas!

under the hood on the firewall there is a square boxlike cover beside the maxifuse&relay. there is a vacucum hose there that controls the vent shutoff had same problem with my 93 bonneville sse when purchased, check to see it has no cracks or has pulled out of rubber connecter .
