Question about 1999 Toyota Camry
If the gas cap is plastic you may be able to distort the cap enough to get it to unlock
the only other thing I can think of is to either drill a 30 to 40mm hole into the cap and put your finger in to release the catch or just destroy the cap and buy a good 2nd hand one and have it colour matched to your paintwork
They are the only solutions I can think of for your problem
