On many vehicles the fuel pump is accessable from above the tank. For Toyotas it is under the rear seat, there is a plate that is removeable to repalce the pump.

It could be in the trunk for the olds.

Hard start, then after that starts fairly fast. Is a sign that the check ball in the fuel system quit working. Try turning the key on 2 or 3 times at first start and see it that helps. This turns on the pump and pressures up the line. I would personally live with it until the fuel pump dies. They are both on the same unit in the tank and you can't replace the checkball.

You either have a broken gas tank fuel pump well baffle or the fuel gauge is incorrect and you really are about to run out of gas. Both requires the fuel tank assembly be pulled out of the car and the baffle checked around the fuel pump or the fuel pump replaced if the baffle is ok.
