Hello Friend:

Your 1st Soution to Reach in Between the Rea Axel, You Can Try that.

But i Personally Recommend you Take Loose the Straps so you can Make Sure you have a Good Veiw of the Fuel Pump Retaining Ring. And Make sure you Get it Replaced Right and Have a Good Seal on That Rubbed Gasket And can Tighten the Ring Good. Not Counting the Wiring that Goes to the Pump.

Hope this will help you. Please let me know by Voting for The Quality of my Solution.

SOURCE: rear shocks on a 1996 Mercury Grand Marquis

Raise car under frame then put jack under axle before removing the shock.
Can use locking pliers to hold the shaft from turning (may have to cut away dust boots). Top nuts are accessed and can be seen from the wheel wells or from the gap between the trunk and mount frame (can't see nut from this angle). Take care with fuel lines near the driver side nut.
Preventing shafts from turning on new shocks will be tough. Make sure you have a proper tool to fit top of shaft with enough room between top of shaft and trunk (gap decreases as the nut is tightened) so the tool can be removed.

Fuel pump

The fuel pump for the 1995 Mercury Grand Marquis is inside the gas tank. Early this year the Ford garage replaced it thinking it would fix a problem that was ultimately traced to a short that blew a component on the computer board. I ended up paying for the fuel pump, but just paid the material cost for the computer board.
