Possible problem with the alternator not putting out enough voltage. I had the same problem with my 2002 XC70, putting in a new alternator fixed it. I used a local mechanic who I found on the car talk web-site. Low Cost Volvo parts can be purchased at FCP Groton.

When this code is displayed then it is required to replace or re-align the transmission range sensor (TRS).This is the large switch on the outside of the trans, it goes over the shift selector shaft. It is a multi-position switch which is located on the front of the transaxle right where the shift position lever is located. The trans will still work with a malfunctioning TRS. There is a manual control (valve body manual valve) for the main gear selections P, R,D. There are actually only three different hydraulic circuit selections with the manual valve. P/N (uses the same), R, and D (includes manual 1st and 2nd).
1st gear won't engage because that selection is controlled by the switch only. 2nd selection is also controlled by the TRS and not the manual valve.
There are two bolts that hold the sensor to the transaxle case. It is very easy to replace with only one jack slightly lifting up the driver side. The holes in the TRS are slotted to allow for adjustment. Usually adjustment is only needed when installing a new sensor.
They usually malfunction from moisture and contamination, like any sensor or switch.
To align the range sensor, you should use the specialty tool (OTC 317-415), but it is not necessary if you are paying close attention.
That rectangular end of the manual control rod fits the lever with ball end for the shift cable to attach. Behind the lever, where the TRS is, the rod is round with a slot that is keyed for the TRS (like the Zetec crank pulley). You want to match TRS key with the rod slot then slide the TRS down into place.
Before you tighten the TRS bolt down, check whether you just need to align it .

The transmission range (TR) switch is part of the park/neutral position (PNP) and back-up lamp switch assembly (1), which is externally mounted on the transmission manual shaft. The TR switch contains four internal switches that indicate the transmission gear range selector lever position. The PCM supplies ignition voltage to each switch circuit. By grounding one or more of the switch circuits, the PCM detects the selected gear range by the state change of the switch input. Refer to Transmission Range Switch Logic . Switch input to the PCM is represented on the scan tool as HI and LOW. HI indicates an ignition voltage signal. LOW indicates a zero voltage signal. The four parameters represent transmission range switch signal A,B,C and Parity.

this is for the Cummins but sounds like the issue you are having. Not sure why the voltage would go so low as to cause an issue...makes me suspect a failed component inside the tcm (assuming that is where the voltage comes from) causing low voltage to the circuts.

code p 0851 refers to park/neutral switch (PNP)--input circuit low===causes ---wiring---short to ground---PNP switch---ECM/TCM
with the manual transmission there may be a pnp switch that prevents an engine start unless it is in neutral and in some scars the foot brake also has to be applied
check /replace the neutral switch and check the wiring and connections for corrosion

Code P0705 - Transmisson Range Sensor Circuit (PRNDL Input)
The transmission range switch detects the selector lever position and sends a signal to the TCM.

The park/neutral position (PNP) switch includes a transmission range switch. The transmission range switch detects the selector lever position when the shift lever is in the N or P shift position and sends a signal to the Transmission Control Module (TCM).

Symptoms
- Engine Light ON (or Service Engine Soon Warning Light)
