this sounds like you have a bad neutral switch, which is where the back up control is located. it sounds like it has a short to power that's why the reverse lights stay on.
A mechanic would check for voltage at the starter, the neutral safety switch, and they key switch. Also the ground connections. Yes there are fuseable links.
