I am going to guess that you have a standard and not "fly by wire" speedometer. This means you have a speedometer cable. Does you speedometer race to the the top and then bottom out? Sometimes it catches and some times ti does not?
These are all indications of a worn speedometer cable end. Usually the end that goes bad is the end that goes unto the drivers side wheel.
You can replace just the tip, but on a 20 year old vehicle, I would replace the entire cable. The cable inside looses is lubrication and then rusts causing hang ups.
