It probably indicates that the cable is not being fully retracted when brake is disengaged. Spray as much of cable as possible with WD-40, allow to sit for a few hours, the engage and disengage the brake several times untill it loosens. If this fails the cable may be stretched and needs to be replaced.
The brake light is not just for the emergency brake it'll come on for other brake problems as well.
If you have a foot pedal emergency brake try pulling the release and lifting up on the pedal.
If you have a consul emergency brake push the release button and push it down.
If the light goes out then the problem is nothing more than your emergency brake cables needing lubrication, adjustment and a little use.
If the light doesn't go out you need to have your brakes serviced.

Sounds like you might have a caliper that is stuck and is not fully disengaging. If it is in the rear then you may have a bad rear caliper. Twoo things you can try. One is to crawl under the ca and adjust the tension two nuts on the emergency brake line. If that does not resolve the problem then remove the back tire and try to spin the drum or rotor whichever you may have. If it does not spin then try adjusting the e brake cable more if it still does not respond then you need to do a brake rebuild. Also does it pull while it is dragging? If it is then you will need to rebuild the brakes no matter what.

There is a pressure switch, that gets depressed or released due to pedal position. When you engage the PB the arm is depressed...releasing the pin-like pressure switch.
Examine the pedal itself...looking where it 'touches' the car.
Depress the pedal....while watching this place. Look for a 'pin-like' switch that is allowed to extend when the parking brake is engaged, and that would be depressed in when the arm is released/disengaged.
