Even though it's called a starter, it's only job is to turn the engine so it can start. (technically you could call it an engine turning motor) You need to determine if you have fuel and spark. If you can hear the pump in the tank running when you turn the key on then the problem is most likely in the ignition system or crankshaft position sensor. To do any meaningful testing you need a chiltons (best) or haynes (ok) manual and a digital multi-meter made for testing those items that make your system operate..

2006 jeep liberty turn switch on and have power.starter and battery gd but wont turn over wont even click

the tests are all easy,
check fuses first, on all electric fails, starter ,charge and EFI are all electric systems.

super easy.
  1. jumper cable cranked with donor running car work?
  2. yes, battery is dead, or only discharged, charge it work?
  3. yes jumps but charge fails, bingo battery toast.
  4. so the jumper fails. in #1 , all that is a bad starting system. (not a part, the system)
  5. clean battery lugs. check fuses, and then hot wire the starter solenoid lug (dinky lug ,not huge one) (in park and wheels chocked keys off)
  6. ok that fails the starter is bad.
  7. ok that works. so the KEY line is dead. try starting in neutral yet?> bingo works, bad PRNDL switch on tranny side.
  8. the KEY line can be interrupted with some alarms, on a jeep it has Immobilizer that cuts fuel not cranking. so.... PRNDL switch bad or the key switch is self .
  9. Using any voltmeter to do the checks is a WIN. 12.6vdc is a charged battery is yours 12.6v rested/???????????

99 jeep cherokee wont start, new battery, lights flash, when you turn ignition switch on nothing happens but lights flash on and off.

I know this is not a caravan but it is a chrysler. Recently on a caravan i ran into the same thing and it was the computer that was stopping the engine from cranking and running. Check with the nearest dealer because some of these computers had warranties extended because of problems. Are you sure the starter is ok. You can pull the starter relay under the hood and jump power from the battery to the relay point of connection after you remove the relay. This will cause the starter to turn over the engine. It still won't run if the computer is the problem but you will know the starter is ok which points more to the computer being bad. If this helps please reply and good luck

Wont start, new battery, relay good, starter good.

Check the Starter Solenoid mounted near the battery.Check it out in the dark...have someone try to start it and see if it sparks at the solenoid.connections may be loose. Also check/wiggle wiring harness to starter.

WOnt run over - battery good - can turn it over but jumping the starter

if the battery is good and you jump the starter she should run otherwise you may have a sensor issue, try to get a hold of a code reader and see if any codes have popped up..
