correct then remove screws for turn signal switch and compress the lock plate and remove that to access lock cylinder.

it might be the alternator

key switch,remove center cap and pull steering wheel off with wheel puller.disconect horn,blinkers assembly.push pin remove ignition. ignition switch, remove panel under dash un bolt steering colum lower to seat un screw ignition from top steering colum un hook rod,un plug harnees put new one on put back together

It may be a bad pressure switch or refrigerant temp sensor.

First, I should say that this is probably not the normal reason a horn does not operate...but, if it helps one person remedy the "non-functional horn" it will be worth the time it takes to write about it. Even though I am not a mechanic with lots of "mechanical terms", I hope I will be able to write up this "FIX" in a way that is understandable.....So here goes:
Neither horn button on my 1990 Reatta would work...power was traced to the steering wheel, but for some unknown reason there was no power getting to the button assembly. VERY IMPORTANT: We disconnected the battery and removed the Airbag Fuse and ONLY THEN did we pull the center ABS airbag module from the steering wheel..still connected to the steering wheel though.....
(Please read directions regarding Removal of the Airbag Package/Module found on the Reatta Club website, before doing this...as the directions also include a step that says to disconnect the "YELLOW" WIRE that connects to the airbag and is found under the dash...but we could not find the yellow wire and continued cautiously without disconnecting it...but I am not saying this is the proper or safe thing to do!!!!) .....then the button assemblies were easily changed (following Reatta website instructions) and still no sound. Again, the battery and fuse were disconnected and the ABS module was removed and THIS TIME, with a flashlight, we looked into the hole...in the steering wheel, where the horn harness spring wire goes... and saw that the white plastic encasement, in the lower section of the hole, had been broken and a small peice of the plastic lay across the metal in the bottom of the hole. This peice of plastic was keeping the end of the harness spring from making contact with the metal at the bottom of the hole. I wrapped tape, sticky side out, around a thin "eyeglass" screwdriver, inserted it into the hole and retrieved it out of the hole..(vaccumn clearner would probably work as well)....thus leaving the metal inside, free of obstruction. Steering ABS airbag module was then replaced in steering wheel, along with the horn harness section lowered into the hole. Battery and fuse were again connected and the car was cranked....VOILA! ...the horn buttons sounded LOUD and clear! It was a beautiful sound!!! :) As said above, this is an unusual situation, but might be something to check before replacing parts....hope it helps someone. Debbie

Sounds like the anti-theft lock is stuck. Try having a friend turn the wheel to the left, hard, while you turn the ignition key. (Works if the front wheels are not locked up against a curb)
