You will need to replace the whole seat belt assembly. The retractor inside is Not-Servicable, no internal parts are servicable.

Please check if your seat belt has "Retractors" or "Automatic Retractor".

Follow these steps to determine if you have a retractor system that will hold car seat securely or your seat belt won't retract as should be:

A. Pull belt all the way out.

b. Allow belt to retract about 6 inches (15 cm).

c. Pull out on belt again.

If belt is locked and you cannot pull the belt out any further, you have an Automatic Locking;

If you pull the belt again all the way out and won't return to normal operation, then the mechanism is damaged, but try first the "retractor" lock to be sure. By Federal Law, nobody will sale a seat belt in a junk yard, try the dealer or order thru the dealer the whole seat belt or the mechanism. I hope that is just a matter of the automatic retractor; you can see this information in your car's manual. Try and we will see.

As a first course of action I strongly suggest that you pull the seat belt a little harder This can help the metal ball on the mechanism to break loose. If it breaks loose the seat belt will surely retract. If it doesn't help then I believe that the seat belt reached it's break point and will surely need replacement.

without taking the housing apart......the return spring is more then likely damaged/pinched, or the belt got twisted inside the housing

Most often the cause for the rear belts getting stuck is not an actual bad belt mechanism, but the belt simply getting folded over and retracted that way.

Try pulling the belt out as far as you can and inspect for the belt being folded. If this is the case, slowly work it back and forth trying to unfold it. It will take a while sometimes.

Retractable seat belt wont close

Is this a NEW seat belt?  Or a junkyard part... Per the Toyota 1988 Repair Manual - the belt is allowed to be pulled out at a tile of 15 degrees or less; and cannot be pulled out at over 45 degrees of tilt.

Your problem is the belt is not retracting.  The manual states to replace the assembly.  It also states: "Whenver installing a new belt assembly, verify proper operation before installation."

If a new part does not have proper operation; have it replaced. If this is a 'used'  new part - get a NEW seat belt.
