Question about 2004 Kia Rio
I replaced the fuse labeled (inj) in the fuse box under the hood and another fuse labeled (meter) in the fuse box beneath the steering wheel and added high octane gasoline and fuel injetor/fuel system cleaner.

Have any codes. because it sounds like your engine is dumping a lot of raw fuel giving the computer the go ahead to try and lean the mixture down, could be something as simple as a plugged air filter or dirty fuel and injectors, or if no codes then it is just a typical scenario of a plugged catalyctic converter.
Put a vacumn gaguge on the intake and run it should be fine at first and drop to near zero vac., that would prove the catalyctic to be clogged.

Sounds like your car needs a tune up.
Need to check your plugs, plug cables and fuel filter.
Also check your O2, CO2 and temperature sensors.
Do you have warning lights or a lot of exhaust smoke?
