Question about 1998 Honda Accord
Most likely you do not have enough refrigerant in the system. A car of this age is likely leaking it. Locate the air conditioner compressor, it is a pulley driven by a belt, the outer part of the pul lead may be turning but the center part is probably stationary, the compressor will not kick on if the refrigerant is low. There are stopped leak type refrigerants available, usually they do not work, I have had some success with the $25.00 stuff, or there is some that has an ultraviolet dye in it and by shining a black light on it you can see by the below where it is leaking usually at a hose connection and there are all rings that you can replace that seal them. If you're compressor is turning you may be low on refrigerant but not out of it. You can add a can of sealant type refrigerant and probably do OK. Other causes of the compressor not turning can be a bad relay switched that turns it on. Or simply a worn out seized up compressor, or the clutch mechanism that engages it is not working. For the relay you can find a book on where it is or ask the dealer, and substitute a similar one like a horn relay to see if that is the problem. If so buy a new one.

Make sure your fan is working properly. When you turn on the heater you are forcing the fan to cool the radiator. It may not be turning on automatically when it is supposed to. Let us know if this helps..
