check the ignition timing is at 10 - 12 degrees advanced . check that you have the correct firing order for the HT leads.. If it is EFI engine then run the fault codes.

Low rough idle

no-- plugs will not be the problem. More likely a vacuum leak from a hose left off somewhere. If a carby engine it will be the idle mixture screw out of adjustment check ignition timing is set at the correct advance point

While traveling at a speed of 30-40 mph, I get a backfire from my trottle body on my 1989 Chevy Caprice classic. 305 engine.

Backfire is usually a timing issue so if it isn't happening at idle and the timing is correct at idle when set according to spec then the problem is the vacuum advance not functioning correctly.

correct ignition timing should be at 10 degrees btdc at idle ( 850 rpms )
use a timing light connected to no 1 piston ht lead to set the timingby adjusting the distributor to get the light to flash on the timing mark
the vacuum hose is probably to increase idle speed when then ac is on and the surginging indicates a leak in a diaphragm

Did the shop say the belt was on wrong? I suspect it was, and possibly still is. They may not have known where the original position was and did it wrong again as Honda reference marks can be a little vague. If the belt was out enough to make the engine back fire, then it is possible that valves were bent however the fact that it idled fine is good news. Does it still idle fine? Bent valves will prevent a smooth idle, a compression test would be a good idea. I would take it to another shop, preferably a Honda dealer and have it checked again.

Changed water pump and put the timing out.need to reset the timing. can you help me please.

That car has the 4G64 engine in it. The manual below covers both the 4G63(DOHC) and 4G64(SOHC), but it should definitely help you get that timing set. Timing belt removal procedures start on page 33.
