OdometerGears.com has the replacement gears for you to repair your odometer. You need a E20= 20 tooth gear and a 16 tooth medium pod. The price is $54.00 for both including shipping.

check your speedo cable it runs from your transmission to the back of your gauge cluster. its probleby broken or disconnected

If your VSS is new and recently replaced, it is such a straight forward shot from the sensor to the cluster and a
ground lead from the PCM (or probably any ground would do) why not try
that. I wouldn't be surprised though that it may be in the cluster at
the board socket interface, or on the board itself.
Check the wire, connector for damage and corrosion. and check fuses; check for a break between the socket and speedo/odo or the used speedo/odo is bad.
