Question about 2003 Ford Focus
There are a few parts on the car that activate in Forward gear. Some of those parts are Luxury extras like Automatic Parking brake release. This brake release is Vacuum operated and when the Selector is shifted to a Forward position a Vacuum valve under the dash kicks out the Parking brake whether it is set or not.
The second part that works only in a Forward gear is an engine management system. I remember reading that to test the components on the car; the car had to be in Drive or a Forward gear. The article said I would not be able to test some solenoids without shifting to a Forward gear.
This would mean your car is not switching those components on. I believe if you can look at a wiring diagram you could test the Solenoids and verify them as off or on. Then you would know the part responsible for switching them is bad. Just trace the wiring back to the source for several Solenoids.
I wish I could name the part, but so many cars, so little time, I just remember the part is there.
