This is normal for the boots to be stuck on it is a very tight fit to begin with and the heat that is generated around them cause them to stick. Try rotating the boots back and forth twisting action as you pull up.If this doesn't work there is a tool available to remove spark plug boots at most autoparts stores.

As a first course of action, I strongly suggest that you replace the spark plugs for I suspect that you have fuel flooding.

The spark plugs fails when they are corroded, covered with carbon, have big gaps or just faulty. It's like you have fuel but not enough current to burn it down for the spark plugs is failing. Have it replaced and this could do the trick.

Follow the wires coming out of the distributor cap to the spark plugs.

Probably engine is misfiring. Check spark plugs and wires. Check distributor cap and rotor.
Check spark at plugs. Should be a blue spark and not yellow. A yellow spark is weak ignition coil.
