You will have to remove the dash, and set it in the seat to have access to the actuator motor that controls that side. The actuator motor is the problem,it is what moves the temp door to the side that you are having the problem with.It is mounted on the blower box.

This is caused by either out of sync temperature control blend door for the dual zone climate control or the doors are stuck or the electric motor that operates them is defective, all three are common problems, if the issue is just the control head is confused then this can often be corrected by just disconnecting the battery NEGATIVE cable for about 3 minutes, try this at least 3 times to verify it does or doesn't cure the problem, if it still has the problem u will nbeed to figure out which door doesn't move, one will control hot to cold and one won't, the one that doesn't change is the defective one, if both chanhge then the control head in the dash is at fault and will have to be replaced

I have a 2007 subaru legacy. it has 17000 miles im having a problem with heating.. when i turn the heat on only driver side blows hot. the pessenger side blows cold even when i turn it on to the winshield...

The air is mixed and routed inside the dash by some flaps. In your case the flap that regulates the mixing of hot and cold air for the passenger side is broken or stuck in the cold position.
The only way to fix that is to remove the dash , access the air system and fix the flap.
