I think most people know that, but have no experience

You did the component testing part, but you usually do the
power or voltage drop testing & grounds to components first

No power at the Blower

Have you actually tested any of the fuses or relays for power ?
Fuse number 2 is hot from the key switch and powers the blower relay. Fuse number 12 is a 40amp fuse that gets power from the battery and powers the blower motor thru the relay.
Are both fuses hot with the key on ?

Blower not working

To determine the cause of a blower fan failure, isolate the motor, and perform some basic electrical tests.Check fuses first. Fuse failure often causes component failure. Check for power at the motor itself. Test the connection to the blower motor. Test the switch.-------------------------------------------------------------------

Fuses 6-7-8-9 are powered from the ignition key switch.
Fuse 4 is powered from the RAP relay number 2 in the relay box.
RAP is for retained accessory power - its the relay that keeps power going to the radio and things after you turn the key off and before you open the door.

FUSES STILL GOOD, BLOWER MOTOR REPLACED, STILL NO BLOWER ENGAUGE. fUSE PANEL ON DRIVER SIDE DASH, CURCUIT FOR HEATER FUSE HAS NO POWER WITH TEST LIGHT. WHAT NEXT ( RELAY ) AND WERE IS IT? (1997 AUROURA)

Yes I beleive it is the blowr relay.Check battery power wire(thick red) to relay with ignition off.Check ignition wire to relay with ignition on.Then check blower wire from the same relay going to the blower for power. You can also run a jumper wire from the battery straight to the blower motor. If it comes on its the relay thats bad.If it doesnt its the blower.(dont be surprised if you buy a new blower thats bad)

Since you have checked fuses and relays that only leaves the blower motor resistor pack. Here is a diagram of how to replace it. I hope this corrects your concern...

  1. Remove the glove box.
  2. Disconnect the blower resistor connector.
  3. Loosen the two screws to remove blower resistor.

Heater blower doesn't work for honda civic 2002

It sounds like your relay could be bad. When your relay contacts become worn your volt meter will show 12v coming out of the relay until you put a load on the circuit, then the power goes away. You have to get to the wire going to your blower either from the back of the relay or by sticking a straight pin through the hot wire. Clip your + lead to the pin and the - to a ground. Turn blower switch on. With the blower unplugged you will show 12v but when you plug in the blower the power will disappear. If this is the case your relay is bad.
