When I start my car smoke comes out of tail pipe for a few seconds water all so coming out

Water and vapor (steam) coming from the tail pipe is normal and will stop after a few miles when everything is hot. That is one of the reasons exhausts need replacing as they rot with rust and is more evident on cars that only do low mileage as the exhaust does not get hot enough to boil off the water and it sits in the pipe slowly rusting it away. What you see as smoke is probably steam and is more evident on cold mornings. If the car is not using oil then I wouldn't worry.

HOW CAN YOU TELL IF YOU HAVE A BAD WATER PUMP IN 2001 DEVILLE

Hi there
A bad or worn water pump ,you will either boil the engine water system or loose water or coolant while driving and when you stopped or water [temp] light will come on when it gets down in the header tank,AND
you will hear the grinding noise as soon as you start the engine and the water pump pulley will move about when running and water will start leaking .
Let me know how you go.

I have a 97 vw gti vr6 and I have had a unknown leak in the engine which has leaked out all the coolant from the resevoir tank so I've had it parked for a few days, not sure if its the water pump or...

Driving a car without coolant doesn't often blow a head gasket (but a blown head gasket can be the reason for losing coolant). But driving a car without coolant can quickly ruin an engine.
Your best option (if there is no possibility of freezing temperatures where you are) is to top up the cooling system with plain water and drive it to where you need to go. Keep an eye on the temperature gauge/light, and stop and add more water if necessary.
After repairs are made, refill the cooling system with proper coolant.

.with all the sensors and electronics made of plastic,if they are hot and you put water on them they can crack and get water in them. They might send the wrong message to your engine control module (computer)

You're going to have to fix whatever is leaking, it will only get worse-your cooling system trys to build pressure because pressurized systems have higher boiling points. Since it cannot build pressure, it has a lower boiling point, and that will eventually cause big trouble. It also has the added effect of making the leak larger, creating the possiblilty of catastrophic failure-overheating and destroying your engine. The fact that you can see where it is leaking from should make it easy to get it diagnosed and repaired. It also is probably the reason you have no heat-there is air in the system, and it is preventing proper circulation of coolant into the heater core, hence no heat.

What kind of maintience need to be done on a 2003 Z71 fwd ?

Change the filter with each oil change. Unless your towing, the tranny filter is usually 60k miles. Check your manual to be sure. Your manual should spell out when maintenance is to be done. If a garage wants you to do some outrageous expensive maintenance, have another garage look at it.

Temperature control

The radiator cap is at the radiator where you refill the radiator with coolant. Unless it is leaking and you hear a hiss. It may not have anything wrong.Neither will the water pump.If the water pump is bad. It has a small hole that will make it start leaking .Check the engine for leaks at the intake or the water pump. You will know where it is leaking. When the thermostat was removed and hopefully replaced , did you bleed the system ? The system has to be bled to remove air pockets. Or the engine will overheat again. Also check that the radiator fan or fans is turning on . If not you may need to replace the temperature control sensor.(TPS)
