Ok with the car at idle, turn your a/c on "High" blow....full a/c and watch the fans they should both be spinning, if they weren't running your car would over heat in a heart beat, watch the temp gauge should stay in the middle, these fans are built to cycle on and off driving normal, that is why you probably haven't seen the fans come on, most common problems on the fan circuits is the fan relay, located in a black plastic "fuse" box under hood, should be marked as a diagram on its cover on the inside, to test it find another "exact" match relay and put it in the slot of the fan relays plug see if it works...if yes replace the old relay with the exact relay configuration and numbers..try to get from the dealer.
You would only perform this test if the fan didnt come on and the car was running hot.
If the fan stiull doesn't come on unplug its conector and supply 12 volts to the positve side of the electrical connector, comes on is good replace the coolant temp switch mounted on the front of the engine near the upper radiator hose and thermostat area(two wire connector plug on its top) also replace the thermostat and gasket as a combo if it hasn't been changed in over 25,000 miles as preventive maintanence program.

How can i turn on the fans for the raidiator for a 1990 lexus ls 400?

Well I would first ask why you would want them on. The computer grounds the fan relay when the fans are needed.
They don't run until the ac is on or the engine reaches 220 degrees.
Sometimes smoke in the radiator is a sign of a leaking head gasket.

Could be a relay or a fuse.
A mechanic would check for voltage at the relay and the motors.

Steam fills car when i turn on the rear heat liks water have just replaced the thermastate thinking that is why linking no sing of any leak when hood is raised around the hoses or raidiator

It sounds like the leak could be under the passenger side dashboard which is where the heater core is located. The heater core a small radiator that a fan blows air over to heat the inside of your car. Is the steam coming out of the vents when you turn the heat on?

We recently had the raidiator replaced and the system flushed, no leakage, vehicle heats up fairly quikley, there is an electric fan attached to the backside of the raidiator, which does not come on, it...

The fan should come on when the coolant temperature goes up to a certain degree that the Temperature Fan Control Switch is set at, usually 190-200 degrees. if your electric fan is not coming on when the A/C is off, than you will need to replace the Temp Fan Switch. If your radiator was recently replaced maybe the mechanic did not re-connect the wiring harness to the switch. The switch is usually located in the Cylinder Head.

Fans dont work and overheats 94 toyota tercel

Most systems work pretty much the same. First check the fans themselves by hot wiring them to the battery. If they work, you need to check the engine temp sensor (some vehicles use one for gauge and fans, others use a separate one for fans) relay, and of course any fuses.
You will help yourself a lot by getting either a chilton or haynes manual to show you how to do testing.

I have to give it gas to turn over and when I come to stops it heats up, I just changed the water pump, thermostat, and had raidiator cleaned and cap changed

two problems are unrelated. the overheating can be caused by a lack of electric radiator fan operation. the morining problem can be caused by a dirty throttle body
check them both out and let me know

Overheating after 5 miles of driving. Fan not running

If she paid someone to replace her radiator she should take it back. There are temperature relays around the fan I believe and the fans are not working. These are right in the area of the radiator. Someone must have disconnected the fan or the relays were failing before the radiator was working. Either way, the car is not cooling and she sought a solution to that problem. She was charged and the problem is worse. Go back to the radiator place.

Cooling fans will not run

Most GMs use a relay package to turn on the fans. That is often controlled through a processor package. Very complicated...if yours is one of them. You will need Mitchell's manual or equal to trace this to see if you have all the signals.
