Question about 1997 Mercury Grand Marquis
There is a short in the wiring's.This has to be checked. The fuse is inserted for each part of the car to save the part itself. The turn signal fuse is blowing to save turn signal itself from getting faulty.Get the turn signal switch and its wiring checked. There is definitely a short. Also check the metal clip in which the turn signal fuse is located. If the clip is rusted or has any corrosion then it needs to be cleaned.
