If the relay was stuck "open" then your fan would not run... is this what you meant?

additionally, are you talking about the exterior fan for the A/C and radiator or the interior fan for the blower motor?

Not sure what a common relay terminal is.
The blower relay gets power from a 50amp fuse. Power goes to the blower motor and the resistor and speed switch provide the ground circuit. The on signal for the blower relay comes from the selector switch.

Radiator fun running non stop

sounds like the fan motor relay switch its attached to the fan housing unit, or your thermostat is stuck open. refer to you car bible for instructions on how to test your termostat to see if it functioning properly. Hope this was helpful.

The engine cooling fans do not come on when they should. This includes the AC fan as well as the engine cooling fan.

I'm sorry but I don't have a wiring diagram for that model. However, the corolla diagram may be similar. It shows that both the ac fan relay and the engine radiator fan relay are controlled by grounding through the "water temp switch". In other words, neither fan will work until the engine is warm and the water temp switch is closed. Check out the water temp switch to see if it is stuck open (or stuck in the cold mode.)

Does it keep running or shut off after a bit? the fan will run untill the coolant tempeture switch is satisfied, but chrysler mini vans are notorious for electrical problems that usuall surround dash problems, could be a bad collant temp sensor or a stuck relay

What would cause my radiator fans not to run

A lot of different things fall into this senario.Low coolant level,air in the cooling system,and a stuck thermostat,or,a bad coolant sensor,or even a bad cooling fan relay,or the cooling fans are bad.Turn the defrost on or the ac,the cooling fans should come on if the fans,and the relay are ok,if so,replace the thermostat,and coolant sensor,and bleed the cooling system of air.

Fan relay is a good one for that and where I would start. Usually the cheapest to. But the next thing could be the fan switch.
