Question about 1999 Volkswagen Passat
Check the wiring at your ignition connection. The main circuit wire for this is to small and it will heat the circuit up and melt the connection at the terminal. If this happens on the road, move your steering column up and down. This will sometimes reconnect it, temporarily.

Check the fuses might be short if not check the stick signal it might need to change it sometimes got loose and wont work electrical problem.
