I had the exact same problem with my 93 Lincoln TC. Replace the switch under the drivers side dash or take to a auto repair shop which is what I did.

These shops must be stupid did not one of them check your Main head light switch?

Ford was silly wihen they designed it Power goes to the head lamp switch, back through to the lights so the switch gets verryyy hot and being a 91 towncar the part is well past its life span to!

You should be able to get a replacement part cheap enough or go to local junk yard if you feel lucky!

The dash and tail lights in my 1993 Lincoln Towncar stopped working simultaniously. The head lamps and brake light work, still. A mechanic said the fuses were good.

One of the tail light bulbs can be shorted internally.  Replace the tail light bulbs first.  Try this cheap fix first.

From what you just said i dont belive the mechanic checked your fuses correctly.

Check your self to confirm, But if no avial i belive the controller for your lighting may be fried.

You either have a short in the switch and the vibrations are intermittely making contact then no contact in rapid succession or a wire is loose to the switch. Is it just the headlights or just the dash lights or all lights, all lights I would suspect the switch, if just the dash lights the dimmer switch.
