Question about 1996 Volkswagen Passat
The cable or the window lifter guides are more then likely broken.You will need to remove the inner door trim to check the window mechanism. If the cable is broken you will get a crunching noise when you try to operate the window. The mechanism will have to be replaced.

possible broken motor cable or motor gear that move your window up and down, need visual inspection...
