Question about 1999 Volkswagen Passat
I have the same car same problem. i found you can put your windows back up by using your car key outside of the car lock and hold the key in the lock position and your windows and sunroof will close. the next time you want to put your windows down put your key in the unlock position and hold and they will go down your sunroof probably still wont work but atleast your not burning up on a hot day in june. as far as your car not starting try turning your ingition HOLD it in the START position put your foot on the break and drop the trans. into neutral and it should start. i hope this helped and good luck with your windows i still havent got mine to work :/

I am no doubt totally wrong here but a loose or dirty battery terminal ,also check the big fuses near the battery and in this box is some funny looking metal strip fuses and the end wiring connection where the loom plugs in have a habit of burning so i just cut the wire back then put a screw connection on the end and new piece of wire that i then bolt under one of then funny strip fuses nuts .my explanation might sound vauge but when you look it will become clear
