If he is correct then it sounds like you just switch parts. Call some Salvage yards and ask about who removes the tanks from their cars.
I believe it is a common practice to remove tanks before the cars are pulled into the Salvage lot. You can probably get the parts you need from them and they may fix it for you for less than $1000. You could at least see where all this stuff is mounted how it comes apart.
The tank straps may need to be replaced. Also try Radiator shops. Sometimes they repair tank leaks and can do the job you want with dropping the tank and switching the parts.
