This may be dirty injectors, tune ups are pretty rare unless the mileage is approaching 100000

What are the signs that my 2003 matrix needs a tune-up

run the fault codes to find the problem sensors
change the oil in the transmission
what you describe are not tune up problems but sensor faults
EFI cars do a tune up every 60 seconds as the ECM reads the sensors and adjusts accordingly

I have a 2001 park ave that burns too much gas.I had it tuned up and it still drink too much gas.How can this be fixed

run the fault codes and find what sensors are affecting the consumption
tune ups are not necessary and only cost money as the ECM is continually tuning the engine every second of operation
If it cannot keep the engine in tune it will set a fault code for you to fix
next you will have to have realistic expectations for the economy that you expect to get
There are many things that need checking like brake drag, tyre pressures , wide tyres, bigger tyres, your driving habits, if over drive is operational, dirty air filters , worn engine, blocked cat converter, load and speed, city or country driving ,lots of hills , faulty injectors , low fuel pressure, incorrect exhaust system
The list goes on and any one or a combination of some will give poor economy.

When should do tune up 2007 97000 mile car now gas mileage is going down i drive about 90 mile a day

Modern cars don't really need "tune ups", but spark plugs and ignition systems should be inspected every 30,000 miles, air filters and PVC valves every 12-15,000. Fuel filters every 60,000. All cars vary but if it's been a while since you've had your car serviced, bring it to a good repair shop and have them do a thorough inspection.

Regular tune ups

Includes: Oil & oil filter, fuel filter, air filter, every 6 months if you drive it a lot.
At that time check spark plugs, spark plug wires, distributor cap, rotor. and replace if necessary.

Change trans fluid and filter every 2 years if you drive it a lot, other wise 3-4 years.

Switch to synthetic oil. It's worth the price.
Don't add any "additives". They shouldn't be necessary and may actually do more harm than good.

Watch how you drive.

What do you call a tune up?

U are correct, a 'tune up' is not an oil change, although the oil certainly can be changed at the time of a tune up (every 3k miles or twice a year if u don't drive much, and always change the oil filter too). Cars differ, mostly older to newer as to what can and should be done for a tune up. A car from the 1960's would need more parts replaced more often than a new car today (example: electronic ignitions of newer cars eliminate ignition points replacement, and generally, replacement is not as often of other parts: example, spark plugs).
So, a tune up can include spark plugs, wires, distributor cap, rotor, and I would include fuel and air filters. There are exceptions to this too, making it more complicated to generalize what to replace, as wires and spark plugs can last 100k miles now, some vehicles don't have the traditional dist. cap and rotor to replace. Check your car owners manual for an idea of what to replace and how often. If u don't have the original owners manual, check the car manufacturers web site for info. Good luck with the tune up!
