SOURCE: how to remove front driver side door panel (2000 ford expedition)

There is a triangular piece, at top corner, covering a screw behind the mirror. Remove that screw. Remove the piece that covers the handle and remove the screw holding the handle to the door. Look through, where door handle was and remove another screw just above where the handle was. This screw is holding the panel to the actual door. Pop the cover off for the automatic door locks and disconnect them. Lift the panel in an upward direction.

SOURCE: Remove door panel on a Ford Van

For a 1999 Ford Econoline 150 (assume the same or very similar), remove triangular plastic cover over mirror assembly by prying straight out, remove plastic door handle cover by prying up from the front side, remove electronic door switches by prying up from back side, remove round plastic cover at bottom rear of door panel. Four screws are now revealed, remove them. Lift door panel straight up, clips are hooks (not snap in). Work door switch assembly out of door panel. Set door panel aside. Reassemble in reverse order.

SOURCE: How do you remove the front passenger door panel

keelklan was right, but he forgot to mention that you need to pop off the silver panel around the door handle and pry up the plastic part of the armrest that has the door lock and window switch, then unplug both of those.
THEN you can lift up the door panel - slowly, it has downward facing plastic hooks that clip into the door itself. They will eventually release and the door panel will come free, clearing the door handle and the wires to the door lock and window switch.
Thanks, keeklan!
