Question about 1998 Ford Windstar
First, disconnect you trailer plug from your harness. No lights at all sounds like a lack of proper ground or wiring still shorting to ground, possibly a burnt wire. Remove the bulbs one at a time, testing between each. You have two different systems not working but one common factor, no proper ground. Hope this helps.
