The 12-cylinder engine is a hot-running engine to begin with, so if you've changed thermostats, did you install one that opens at a lower temperature? (that depends on your local climate too, but your thermostat may be stuck-closed, or opening at a higher temp than desired).

does your car have an Auxiliary Electric Fan or two?,(in front of the radiator?), Is it coming ON when the gauge reaches a certain temperature? If not, the auxiliary fan Relay, Fuse, or Thermo-Switch (if applicable) may be bad. I am guessing here because I am not familiar with the particular model, but the 12-cylinder engine since the 1970's has a pair of electric "air-pusher" Fans which came wired from the factory to come ON and stay ON as long as the A/C compressor is ON. In other words, they should run as soon as you turn theclimate control to ON. Compare that to the XJ-6 which has a Thermo-Switch to control the temperature at which the Auxiliary Fan comes ON.

All the above assumes your Cylinder Head Gasket is good, and that you have the required mix and quantity of coolant & water in the system. A product called "Water-Wetter" might help with lowering the temp, you just add it to the coolant/water mix. It is usedin race cars. Whenever topping up the coolant, start with a COLDengine, turn the HeaterON to maximum temperature so thatthe Heater Valve opens when the engine reaches operating temp and allows coolant to fill the Heater system too.

And last: is the Water Pump good? No leaking through the "weep hole" ?

Why does my car Overheat?

Possible thermostat faulty, Thermostat automatic, stays shut, till water reaches correct temp, if it goes faulty, (ie) does not open after reaching running temp, water will not circulate, so engine overheats

Engine overheating quickly

there are 2 or 3 fans up front on all A/C equipped cars.
the fan closed to engine (rad rear) turns on parked and idling
all engines will overheat parked, if the fan goes dead.
so are you saying this fan is dead.?
if it dont overheat moving fast then the cooling system is usually good
and then you stop at a traffic light this fan must turn on.
on cars with 3 fans , some stage up, 2 on if too hot. or all 3 on.
the FSM covers this logic clearly.
in the USA car.
the element has 2 fans (some engine options my differ)
the right fan is for A/C
and left fan is for engine cooling, (im looking at alldata.com to see that)

the fan turns on via a relay that he PCM controls
the PCM see the ECT sensor in the engine go to over say 225F and
it closes the relay, and the fan spins at full speed.

fuse 4 runs this relay, in the fuse box
the relay and fuse are named
radiator fan.

Overheating in traffice

sounds like your cooling fan isn't working at high speed the air will cool the engine but when your at low speeds there isn't enough air to do so so i would check your cooling fan that is more than likely your problem hope this helps.

ENGINE FAN NOT RUNNING, CAUSING CAR TO OVERHEAT IF...

The Fuse is No 37 in engine bay fusebox, for location see http://www.bluejag.co.uk however operation is quite complex , the fan control unit is located top left near the fans. The supply to the fans is a pulse width modulated signal from the control unit.
