Car will not start, fan is draining battery I believe, not sure

My daughter in law has a 2000 Beetle and her car will not start. It was where if we turned on the head lights, radio and it would try to turn over. But still would not start. Now the car is completely dead. The cooling fan continues to run LONG after car has been stopped. The battery has ran down because the fan will not shut off. Jumped car with GMC truck, recharged battery, engine turns over but won't start. Fan continues to run.
Where do we start to get this car up and running again? Please help!

Boost vehicle but before you do that remove the fuse for the cooling fan till you get it to turn over once its running plug said fuse back in and get it to a shop to have them diagnose why the fan is on to long

Something draining battery on 2000 VW Beetle Turbo

If you are sure you have a key off battery drain, what you need to do is connect an ammeter to the negative side of the battery(disconnect the negative battery cable and connect one side of the ammeter to the battery terminal and one side to the and one side to the battery cable) note the reading and start pulling fuses one at a time making sure to put them back in their proper slot when the reading an the ammeter goes down to normal the short will be on the circuit of the fuse you have pulled if any part of these instructions is too difficult have the problem checked by a dealer
