I have a 1997 Rav4. The rear brake or stop lights went out on both sides, and tail lights (same bulbs different filament) remains on constantly even when the lights and car are turned off! [strange] I replaced the bulbs on both sides (bulb# 1157). The stop light on the driver's side had been burned out and I replaced it. Also, the fuse [location 15 fuse 10A] appeared to be burned out and I replaced that with a new 10A fuse. The brake lights still do not go on and the tail lights still remain on even though the lights are turned off and the car is turned off. I don't know what to look for next to repair it [make the brake lights work and the tail lights go off when the car is turned off]. I would appreciate any assistance you can give me. ..Thank you for your help!

if the bulb has only one point of connection then the wattage on the bulb denotes if it is a brake or tail light
either bulb will work but a stop light bulb ( 25 watts ) will be too bright for tail lights while a tail light bulb (5 watts) will be too dull for a stop light
if the bulb has 2 points of connection ( duel filament) then the pins are off set so that when the bulb is installed each filament pont line up with the correct circuit
Replace the right rear brake light bulb. It is possible that the filament has burnt out and has fallen across to rest on the brake light filament. This would cause the condition you are experiencing.
Blown fuse ,bad headlight switch,or wiring issue.
the tail lights have there own fuse and are powered through headlight switch. Do the front running lights come on? If none of them work, switch could be bad if front work and rears dont, check bulbs and power to them when lights are on
The brake light side of the bulbs is powered by the brake switch and travels thru the turn signal switch. If the third brake light works, I would guess the problem is in the turn signal switch.
it is quite common for twin filament bulbs to be used in stop and tail lights. if the brake filament blows, the night light filament will still work. just change the bulb
I would start by trying another bulb. Even though the brake and tail light share the same bulb they actually are powering different filaments inside of the bulb so you can have a tail light filament that is working fine and illuminating properly but have a burned out brake light element that won't work at all...all inside the same bulb. Not uncommon at all to see this problem and these bulbs are pretty inexpensive.
need to know if your third brake light up high is working or not.if it isn't,you need to check the brake light switch on the brake pedal with a test light,one side hot all the time,the other side should turn hot when brake pedal is pushed.
tail lights work on a different filament than the rest of the lights you mentioned, it is possible both bulbs are burned out for that filament. if not, check the fuses as the tail light circuit in some cars is on a seperate fuse. the remaining possibility could be bad socket contacts.
The tail lights working would not necessarily mean that the brake light bulbs are good. If they are the type that have a double filament (ie: one filament for the tail light and another filament for the brake light ) the brake light filament could be bad and the tail lights still would work.
If they are either single filament type bulbs or double filament type, I would check the bulb, fuses, and contact switch on the brake pedal.
