Question about 1994 GMC Jimmy
I would be looking for a leak in the exhaust system, ahead of the O2 sensor. It doesn't have to be a very big leak, you probably don't hear it or maybe a little. It will let air in and screw up the readings in the computer thus the surging. Hope this helps.
