1. Verify the car battery.
2. If battery is OK, then check up electrical starter motor.

    1. For battery verifying you need a professional battery tester. If you do not have this possibility, charge fully the battery using a garage battery charger, or driving the car for some miles in daytime without big electrical consumers (like A/C, windows/mirrors heaters, fog lamps, highbeams, ...). If battery is fully charged switch ignition OFF and check the battery voltage after 10 minutes, using a multimeter. If battery voltage is under 12 Volts then it is bad. If battery voltage is above 12 Volts (around 12,3 Volts) then battery is OK.

    2. The electrical starter motor must be checked as follows. The problem could be the ignition key/ignition switch, but could be also from the electric engine starter. In order to find out the wrong piece you can try to check up if the electric engine starter is OK: for that you will see on the electric engine starter a small coil with an electrical wire connected on. You must connect another electrical wire to this point at one extremity and directly to battery plus point at the other end of wire, but only after you put the shift lever in "P" position and ignition switch ON (not for engine starter position). If the electric starter motor is OK then you will start the engine directly from this wire. Then the problem is electrical cable, electrical connexions, or ignition key/ignition switch. If you can not start the engine, (only clicking noise), then the electric starter motor is out of order.

Why won't it key start?

Does the car crank (turn over)? If not, you could have a bad starter. If you can kick start the car, that means the security is off (working properly). If security is activated, it usually will shut down starter, ignition or fuel, or a combination of the three. Hook up a voltmeter to the ignition switch terminal at starter, have a helper turn key to crank position and see if you have battery voltage. If so and starter doesn't turn, you need to replace starter.

1998 vw beetle wont start when turn key but bump start works but doesnt want to stay running\

This sounds like the anti theft system is active, you jump start it but it dies out after a few seconds , if this is correct then try another key. the other thing can be a weak battery make sure the battery is fully charged and good,

I was driving vw beetle today and it just lost all power and acceleration. car cranks but it seems like nothing is hooking up. thought it was timing belt but belt is in place. belt does not turn when...

Although the belt is in place, it or some component of its drive is broken. It will be necessary to remove the various pulleys and timing covers to determine the cause. Expect 4 bent exhaust valves at a minimum if the cam drive system failed. Damaged cylinder head is a possibility.
