Engine starts fine but if cold it revs up good. once warmed up is when the troble starts. The exhaust tone is very quite or none, the exhaust comes out of the pipe real seady no pulseing or put put. The xhaust seems very hot and the converter seems very hot you pull out and the car picks up then slows down. Take a front oxagen senser out to create a leak leave it plugged in and tye it up someway so it won't get damaged while you drive. If the car drives much better the exhaust is cloogged. if you put a pressure gauge on the hole where the oxagen senser was screwed in and run the motor, ( just ram the hose against it ) if the gauge reads any more than 5 lbs. even with the engine revved up your clogged. Good is negitive pressure revved up

Classic symptoms of a plugged catalytic converter. You may also have a check engine light, with these codes:

P0160 O2 Sensor Circuit No Activity Detected (Bank 2 Sensor 2)
P0161 O2 Sensor Heater Circuit Malfunction (Bank 2 Sensor 2)
P0162 O2 Sensor Circuit Malfunction (Bank 2 Sensor 3)
P0163 O2 Sensor Circuit Low Voltage (Bank 2 Sensor 3)
P0164 O2 Sensor Circuit High Voltage (Bank 2 Sensor 3)
P0165 O2 Sensor Circuit Slow Response (Bank 2 Sensor 3)
P0166 O2 Sensor Circuit No Activity Detected (Bank 2 Sensor 3)
P0167 O2 Sensor Heater Circuit Malfunction (Bank 2 Sensor 3)

or simply:

P1484 Catalytic Converter Overheat Detected A catalyst overheat condition has been detected by the catalyst temperature sensor

With the symptoms you are describing though, 99% sure that will be it.

Many times a "clogged" catalytic converter is actually a broken one. Inside the unit, there is a honeycomb-like structure that aids the converter in superheating the exhaust fumes, which cuts down significantly on emissions. Over time, this honeycomb structure can get brittle and crack or chunk off inside the unit, which will impede the flow of exhaust. For this reason, many times a clogged or broken catalytic converter will rattle or make vibrating noises when the engine is given gas.

Car starts but engine does not have power changed spark plugs, fuel filter, map sensor, heat sensor because supposely one mechanic said thats what the computer is reading, but car is still the same oh also...

Hello, You probably have a clogged converter but you can get FREE scans at Autozone, Advance, or Oreilys autoparts stores. By using these places you will get a second or third opinion of your system.
You need to rehang any sensors that were removed by cutting off the Catalytic converter. The sensors control the spark and fuel systems and without the sensors, you will never get the car to run correct again.
You do not have to pay top dollar for a different Catalytic converter. The prices on new converters is less in the Aftermarket and you can get a used converter by using a place like Car-parts.com, a listing service for Salvage yards who will respond to your parts request and ship the part to you. Visit the site and see the prices and contact info for each part.
Also, you can weld a stainless steel sensor mount onto any pipe you install. Check with Speed shops for the part. I can not say how much difference it will make without your converter, but at least you will get some type of signal through the sensor. It is better than nothing.

My 1993 lincoln towncar seems to lose power sometimes while driving it has this hesitation for a few seconds then it seems to smooth out and drive normal until it decide to do it again.

Check you're fuel injectors, if so, use fuel injector cleaner every other fill up, if the problem worsens, check you're catalic converter for clogs.

Car cuts of after 20-45 minutes of driving

sounds like clogged fuel filter or even clogged catalic converter. filter costs under 10 bucks, converter, i don't know, it's a bit more but there is a test a mechanic can do called a back pressure test.
