Question about 1999 Mercury Cougar
Please don't think this is too vague, but we have to look at all three things necessary for an engine to run. Gas, Air and Ignition. 1. check gas level 2. probably not the problem but check air filters 3. Check if you have ignition to the spark plugs. Then we work back from there.
