I have a 1999 Buick LeSabre Custom. When I turn the heater on, the fan doesn't blow. So it doesn't get warm inside the car.

The fan or the relay or the wiring may be bad.
Usually the fan wears out and needs to be replaced and is located at the firewall in most cases.
In some cases the relay is also burnt out or needs to be replaced.

1998 buick lesabre the blower motor keeps running after car is turned off

if you are talking about the engine electric cooling will run after car is turned off until temp goes down then it shut off..unless you're talking about the heater blower motor..then i would look in the engine compartment passenger side firewall for the heater box ..on the box there is speed control resistor for the heater fan speed..that might be shorted.if not fan switch on dash..give more info next makes it easier answer with more info

As you are looking into the engine compartment from the front it is to the left of the blower motor.
Here is a diagram to help you find it.

My defroster makes a rattling noise on high speed

could be leaves in the fan getting through the wiper vents or surrounding areas over time and the heater fan needs to be removed and cleaned out....or the heater fan bushes are worn through age and the fan or bushes need replacing or maybe even the heater fan is loose in its mounting and its rubbing somewhere
