IS THE KICKDOWN CABLE SUPPOSED TO MOVE FREELY AND IF SO HOW FAR

Hi Earl, The kick down cable is required to move very freely and operate the the valve in the auto box. I suggest replacing it and then adjusting to operate at the required travel. Regards John

Cable on top of engine broke on throttle what does it do

Replace the cable with one from your local auto parts store or dealer.
It may be for cruise control if your cruise control no longer works.
Or, it may be for the accelerator pedal.

your kickdown lever/cable is starting to sieze. lubracate the kickdown cable, then inspect the kickdown linkage as it could be a broken cable clip.

How can a kickdown cable be hooked up wrong if its connected to the tranny and the throttle body on a 1992 crown victoria

More likely it is not adjusted properly Kickdown cables are used to control fluid flow in the transmission so they shift correctly If adjusted to tight or to loose it will cause the transmission to not change gears properly or not at all

Adjust kickdown cable

If it is an overdrive, there isn't a kickdown cable. I would suspect something wrong with the engines output.
