Question about 1999 Toyota RAV4
Due to new technologies in newer vehicles the term Tune up has a very loose definition. Most major full service auto shops will tell you it is just changing the spark plugs. As new vehicles are not equipped with a carberator. My personal opinion differs from vehicle to vehicle. To help you I posted a picture on MySpace for you. (got nothin else to do.)

Replace the following
The fuel filter is on the undercarriage near the fuel tank.
Check the upper and lower hoses for any visual cracks or soft spots.
Check the serpentine belt for any cracks, missing grooves, or exposed threads. Be sure to check both sides. MAP (motorist assurance program) states that any multi-rib belt with 8 cracks or more in a one inch span requires replacement.
Call your autoparts store and see if they carry a fuel system cleaning kit. These are absolutely wonderful. Every kit is a little different, but the staff at your local autoparts store should be able to walk you through the procedure. This should be the last thing to do.
